What was HAARP up to as "UARS" was dragging ?

After all, the exact role of HAARP was part of SDI.

They'll say it doesn't perform that role either.

It was built and sits there putting out charts for internet users.

Note the activity in the magnetic east direction in straight lines from the top to the bottom of the chart (throughout the frequency range).

This is seen at 1800, 2000, and high activity centered on 0400 and less at 1800 UTC.
