The USA has steerable clouds.

Clouds normally don't do that. One today did, for an hour, flying off and then returning to its position, etc.

And what was with the small UAV circling nearby ? Watching to see who caught on ?

My question is how will they paint markings on the clouds ? They wouldn't want a case of friendly fire or mistaken identity.
